Low Skill Level [ Already Edited 4 MasteryLimit Change to GM and Character.edf ]

I add my lvl cap to 70 .

4 MasteryLImit = Change all to PT GM and add blocks. Done!
Character.edf = Add also BLock from 70 and Change also in GM DOne!

But when im trying to put items on hand. it says LOW SKILL LEVEL..

Regards.. New in Adding LVL cap.
